FedPoint helps the lives of federal employees by administering benefit programs which are accessed through our portals by customers and call center representatives. As we scale for growth, we are looking for your leadership to ensure best customer experience through delivery of new features and integration of new partners. With our parallel move to modernize our platforms and software development practices, we need a strong technical leader who will help drive these capabilities. As a Senior Manager of Software Development, you will set complementary business and IT strategy, define and execute against roadmaps, and oversee the design, development, testing and implementation of new features and systems. We are looking for a strong collaborator, working across teams to ensure that our systems are highly secure, responsive, flexible & scalable for future opportunities.
Required experience and skills:
- Bachelor’s Degree in technical, software engineering, or business discipline required.
- 10+ years of software development experience.
- Prior experience managing software development and production support teams, including database and middleware administration (i.e., WebSphere, DB2 on iSeries).
- Able to effectively manage application and infrastructure technology vendors, with preferable experience managing onshore/offshore development partners.
- Experience with Agile project management methodology, at project level and preferably Scaled Agile and Program Portfolio levels.
- Prior experience with DR and business continuity planning, load testing and tuning, and system monitoring tools for availability and performance.
- Familiarity with devops processes from work item management and communications (i.e., Jira/Confluence) to CI/CD tools and practices (i.e, Jenkins, AppScan, uDeploy and test automation tools).
- Familiarity with change, asset, incident, problem and request management processes and tools.
Preferred experience and skills:
- Familiarity and ideally prior experience with development frameworks (i.e., Angular/Spring/node.js) and Microservices/APIs architecture.
- Experience with cloud hosted applications and preferably migration of workloads to the cloud.
- Effectively communicate and present to C Level executives, Senior Management and Management teams.
- Strong orientation towards innovation, transformation and creative digital solutions.
- Ability to accurately estimate and manage the scope and timelines of projects/software releases, and manage resources with ability to shift priorities as business needs dictate.
- Set and manage department expenditures against a multi-million dollar budget.
- Proven leadership and effective people management ability, with strong skills in employee skill development.
- Solid understanding of security and compliance requirements and experience with implementing and maintaining proper controls.
- Demonstrate technical leadership skills identifying new tools and practices, playing pivotal roles in architecture design.
- Strong negotiation, facilitation and consensus building skills.
