Androscoggin Bank, a values-driven, mutual savings bank based in Lewiston, Maine, has an opening for an experienced Compliance Officer to join our team. This is a key role that will interact with people at all levels of the organization, including the Board of Directors.
In this role you will be responsible for maintaining and developing comprehensive processes and compliance monitoring systems for identifying, documenting and developing appropriate strategies to mitigate risk factors that could interfere with the Bank’s vision, reputation and business objectives. Participates in creating a "Compliance Culture" to ensure all functions and staff are in full compliance with banking laws, regulations and internal policies and procedures; recommends and executes actions to maintain regulatory compliance, while advancing the Bank’s mission and strategy.
Responsibilities include:
Oversees the Bank’s Compliance Management System. Provides leadership on regulatory issues and assists management in the drafting, implementation, revision and maintenance of compliance policies and procedures. Supervises a small Compliance staff.
Assists managers in researching regulatory issues. Serves as the primary contact during regulatory compliance examinations. Creates and promotes a unified "Compliance Culture" to ensure all functions and staff are in full compliance with banking laws, regulations and internal policies and procedures.
Works with senior and business line managers to ensure the Bank maintains well defined and integrative programs and processes to manage risk, secure information and comply with regulations in which vulnerabilities are identified and evaluated and that effective mitigating strategies are recommended, approved and deployed.
Determines the adequacy of Bank wide compliance training. Oversees the dissemination of compliance-related information to Bank employees to ensure familiarity with compliance requirements. Conducts bank-wide and Board compliance training and maintains ongoing communication to keep employees, clients and other stakeholders aware and focused on compliance related issues.
Oversees compliance reviews of retail consumer, mortgage and correspondent loans, as well as declined or withdrawn loans in accord with regulatory, bank, and investor requirements to determine violations of procedure or law in areas such as ECOA and Fair Lending, TILA, TRID, FCRA, UDAAP, SCRA, Reg Z, RESPA, HMDA . Informs department manager of repetitive and major errors.
Reviews new products and services for compliance.
Provides support with compliance audits and examinations and assists with review and monitoring of audit and/or regulatory findings to ensure remediation is on time and appropriate.
Contributes to meeting materials for the management ERM Committee, Risk Management Committee, Compliance Committee, and Board Risk Committee., including chairing of the Compliance Committee and maintenance of minutes for some of the committee meetings. Provides written and verbal reports to executive and senior management and the Board of Directors, as required.

Requirements
We are looking for an experienced Compliance Officer with the following qualifications:
- Bachelor’s Degree from a four year college or university
- 5-10 years of experience in a Compliance position or as a bank regulator
- Professional certification (or willingness and ability to obtain), such as Certified Bank Compliance Officer (CBCO), Certified Regulatory Compliance Manager (CRCM), or Certified Regulatory and Compliance Professional (CRCP)
- Proficiency with multiple computer applications, specifically word processing, spreadsheet and database management software
- Proven ability to develop a thorough knowledge of the Company’s business model, policies and all applicable banking laws and regulations
- Strong written and verbal communication skills
- Excellent organizational, project management and analytical skills
- Ability to analyze and interpret general business periodicals, professional journals, banking regulations, technical procedures and financial and other data; as well as the ability to effectively train and instruct others
- Ability to deal tactfully with fellow employees, vendors and customers
- Excellent organizational skills to prioritize time, tasks and resources and meet established deadlines
